Upgrade Points, also known as "stars," are rewards that players receive for completing Contracts. They can be spent to unlock higher parts Tiers in Weapon Crafting. Upgrading weapons with parts from the higher tiers only increases overall performance by 10 - 15 percent. This was taken out however in a later update.
